Alternative alliances that have formed to the Iraqi National Congress:

Up to 16 nationalist pro-Syrian groups have formed alliances outside the INC since 1992, under the names of the "National Action Bureau", the "Coordinating Committee for Nationalist and Democratic Action" and the "Pan-Arab Action Coordinating Committee". Participating groups include: the Arab Socialist Ba'th Party - Iraq Command; the Independent Group; the Iraqi Socialist Party; the Arab Socialist Movement; the Unionist Nasserite Grouping; the Iraqi Democratic Grouping; the Iraqi Democrats Union; the Democratic Pan-Arab Grouping; and the National Reconciliation Group. In 1995, Mahdi al-Ubaydi was acting as a spokesman for these groups.

In late August 1995, some 50 representatives of 18 Iraqi opposition groups convened in London to consider the unfolding events, particularly the defection of Husayn Kamil. The INC and the KDP did not participate. Groups attending the London meeting included: SCIRI, INA, PUK, ICP, Iraqi Socialist Party, Iraqi Democratic National Accord Grouping, Iraqi National Reform Movement, Islamic Cadres Movement, Iraqi Independence Organization, IMIK, Turkomen Democratic Movement, Assyrian Democratic Movement, Iraqi Democratic Grouping, Iraqi Democratic Union, Iraqi Democratic Islamic Grouping, Committee for Coordination Iraqi Democratic Tendency Forces in Britain, Democratic Pan-Arab Grouping, and World Assyrian Union. Prominent individuals reported in attendance included: Muhammad Bahr al-'Ulum, Mahmud Othman, Shakh Husayn al-Sha’lan, Nuri Talabany, Abd al-Sattar al-Duri, Rahim Ajinah, Ismail al-Qadiri, Sami Faraj, Sa’d Abd al-Razzaq, Muhammad Hamawandi, Majid al-Hiti, Nabil Yasin, Riyad al-Zuhayri, and Ali Salih. The conference resolved not to associate with Kamil.

The Coalition of Iraqi National Forces, launched on 23 June 2002 with a "National Action Charter", which commits the groups to the overthrow of Saddam Husayn without "foreign interference", the lifting of sanctions, the establishment of a democracy and the preservation of Iraq's unity. Participants included the ICP, Da‘wa and the Arab Socialist Ba'th Party - Iraq Command.
